As far as I can tell, Warren Ellis had a bunch of extra sci-fi beat-em-up ideas left over from the Nextwave days, and then somehow when he asked Marvel if he could put Captain America and Shang Chi in a kick-ass kung-fu MC Escher multi-dimensional space kerjigger, THEY SAID YES.  And Jesse rejoiced.
